Perkins: Internet forcing government’s hand on sports betting

Las Vegas-style single-game sports betting is coming to more of North America, and possibly even soon. Ontario needs to wake up and beat the Americans to it — and not only so Maple Leaf fans can get rich on their beloveds (except for this week).

The gambling train has long since left the political station. Governments long ago became the biggest bookmakers, making gambling part of social policy. The U.S.A. is essentially dead broke while billions of dollars in potential tax revenue depart the country over the Internet. But someone noticed; there’s a growing movement in the U.S. House Financial Services Committee to legalize, legislate and tax Internet gambling. States, including Delaware, Pennsylvania and New Jersey, have made noises individually about legalizing sports betting. Sooner or later, it will happen there. But it should happen here first.

“We’ve got to face reality. It’s all around us on the Internet,’’ agrees Paul Godfrey, chair of the Ontario Lottery and Gaming Commission, the troubled entity that already administers a sports betting game, albeit one that requires minimum three-team parlays and pays off at startlingly low odds. “It used to be that every sports league was dead set against head-to-head (single-game) betting. But the Internet has changed everything.’’

Internet bookmakers, operating offshore or on the Indian reserve north of Montreal, take in billions of dollars in action on sports worldwide. Betting sites, including poker sites, are largely unregulated but hugely popular. Godfrey estimates “400 to 500 million dollars a year from Ontario alone’’ goes to Internet sports bets. That figure sounds low, but if it isn’t low it soon will be given how the business is expanding.

Meanwhile, the OLG’s Pro-Line parlay game is drying up; for the fiscal year ended in March of 2009, OLG sports lotteries took in only $249 million (and paid out only $156 million, or 63 per cent, to winners). Most smart bettors have long since tossed aside parlay cards in favour of single-game betting on the Internet, with its 10 per cent “juice.’’

“We’re losing money because people can’t bet head to head,’’ Godfrey said, and he’s right. What’s required is simply a change in the federal criminal code to allow single-game betting. The feds have indicated they want all provinces on board and — guess what? — all the provinces are basically there. It didn’t take Ottawa long, a few years back, to change the criminal code to allow dice games in Canada after border casinos (especially Windsor and Niagara Falls) needed craps to compete with U.S. casinos built across the river(s).

Now, the next step is easy: Put large, comfortable Vegas-style sports books in casinos — and also in racetracks, where a cut of the proceeds could help save a game hard hit by Internet bet poachers. Then stand back and watch both tourists and money roll in.

You can’t get a hotel room in Vegas on Super Bowl weekend, or during much of March Madness. It would be the same here: Tourists would flock to bet sports. Between legal and regulated Internet gambling and sports books — what they call clicks and mortar betting — governments would score big-time. Godfrey estimates “half a billion to a billion dollars the first two years.’’

Britain did it years ago and indeed takes in billions — 1.5 billion (pounds) the first year alone. Plus, online bookmakers advertise and sponsor events like mad; one of them here supports the CFL without hell freezing over.

The money is already there; one easy change to the criminal code and it would simply change the direction it flows. We just approved mixed martial arts because a certain group “wanted’’ it. Here’s guessing a lot more “want’’ this change. And want it now.
